Application of Security Directives

The SAES-O-201 Series of Saudi Aramco Engineering Standards pertains to security requirements at company facilities. These standards are based on the Security Directives (SD) issued by the High Commission for Industrial Security (HCIS) under the Ministry of Interior of the Government of Saudi Arabia. Compliance with the security requirements outlined in the SDs is mandatory as per the HCIS.

There are twelve Security Directives, numbered SEC-01 to SEC-12, issued by the HCIS. Each SD contains specific security requirements that must be applied within the context of the corresponding SD. The SAES O series of standards follows the same numbering scheme as the SDs. For instance, SAES-O-201 aligns with SEC-01, indicating that the SAES-O-201 standard incorporates the security requirements specified in Security Directive SEC-01.

It is important for all company facilities to adhere to the applicable SAES-O standards based on the classification of the facility and comply with the corresponding Security Directive. General Requirements

Proponents, responsible for the design and operation of security services at a facility, must include the relevant requirements from the SAES O series standards in their plans. Specifically, this SAES (referring to SAES-O-201) incorporates the requirements of Security Directive SEC-01, which must be complied with as applicable to each facility.

Facilities are classified based on the criteria provided in SEC-01, in consultation with the Oil Supply Planning & Scheduling Department (OSPAS), Facilities Planning Department (FPD), Loss Prevention Department (LPD), and Industrial Security Operations (ISO). The final approval of facility classification rests with ISO. The facility classification process must be documented and made available for review by the High Commission for Industrial Security (HCIS). ISO is responsible for informing HCIS about facility classification and obtaining their agreement. HCIS reserves the right to modify the proponent’s security classification or request additional protection levels based on their internal criteria. The HCIS-approved security classification determines the level of protection required at the facility, with Class 1 being the highest classification and Class 4 being the lowest.

A detailed Security Vulnerability Assessment (SVA) or risk analysis should be developed by the Project Management Team (PMT) to evaluate threats to the facility. The assessment should follow the methodology specified in API document “Security Vulnerability Assessment Methodology for the Petroleum and Petrochemical Industries,” as outlined in Section 4.2 of SEC-01. The results of the SVA should be used to enhance facility security protection according to its classification, implementing additional measures to counter identified threats. The SVA must be completed before reaching the 30% design stage, and ISO has final approval authority over it.

For security applications, the Industrial Security Operations (ISO) has a set of standard devices and systems deployed throughout the Kingdom, integrated into their workflows and system designs to ensure efficient service delivery. When selecting devices and systems for security applications, it is crucial that they integrate seamlessly with the existing ISO security infrastructure to maintain business continuity and avoid workflow disruptions. For further information about ISO standard devices and systems, it is advisable to contact the Manager of the Industrial Security Support Department (ISSD) before initiating security design activities.

ISO has developed a range of standard designs for security facilities, compliant with the Security Directives (SD) and ISO operational requirements.
