Telecommunications Standards – Introduction and Indices

The purpose of the Telecommunications Saudi Aramco Engineering Standards (SAESs) is to establish and publish acceptable standards, specifications, and design principles for all telecommunications systems and services within Saudi Aramco Telecommunications. These standards are mandatory engineering requirements that must be met, unless an approved waiver is granted for a requested exception.

The administration of these standards and specifications is the responsibility of the Communications Standards Committee Chairman.

Here are some key points regarding the applicability and compliance of these standards:

  1. Applicability: These standards apply to facilities or locations that require any of the communication services listed in the General Instruction Manual and are intended for use by Saudi Aramco. They are applicable to all personnel involved in designing, planning, constructing, modifying, inspecting, operating, or maintaining any portion of Saudi Aramco Telecommunications within Saudi Arabia. However, these standards may not apply to Saudi Aramco-designed or built facilities located outside Saudi Aramco areas, as those facilities are subject to Saudi Government and/or Saudi Telephone Engineering requirements.
  2. Compliance: Compliance with these mandatory standards is crucial as it ensures increased safety, service life, compatibility, performance, and cost-effectiveness. The growing telecommunication traffic demands stricter standards for seamless communication between Saudi Aramco locations, the Saudi network, and international locations. Adverse influences such as noise, hum, echoes, interference, and distortion can affect the network’s performance, but conscientious compliance with Saudi Aramco standards and specifications helps eliminate or reduce these effects. This ensures the network’s usefulness to all users and extends its life cycle cost-effectiveness.

All Telecommunication Standards are accessible through the Saudi Aramco Standards-On-Line (SOL) system. Copies of the GTE practices can be found in the Technical Information Center, Consulting Services Department, Communication Engineering and Services Department, and the Community and Infrastructure Projects Department.

Sources of Standards

The main sources of standards for telecommunications in Saudi Aramco are as follows:

  1. Rural Utilities Services (RUS) of the U.S. Department of Agriculture: RUS issues a variety of standards and specifications for independent telephone companies. These documents are in the public domain and can be reproduced for use by anyone. Saudi Aramco finds the Materials Specifications by RUS particularly useful as many manufacturers already produce telecommunication materials according to RUS specifications.
  2. National Fire Protection Association (NFPA): The NFPA 70, also known as the National Electrical Code (NEC), is approved for use throughout Saudi Aramco. All telecommunication designs, installations, and operations must comply with this code.
  3. International Telecommunications Union Telecommunications Sector (ITU-T) and International Telecommunications Union Radiocommunications Sector (ITU-R): ITU-T issues recommendations for telecommunications, ITU-R issues recommendations for radio telecommunications, and ISO issues recommendations for data telecommunications. Saudi Aramco approves certain international recommendations for use, especially for traffic between Saudi Aramco users and the Saudi Telecommunication network. These recommendations include specifications for attenuation losses, international transmission plans, and data telecommunications using the Open System Interconnection (OSI).
  4. Electronic Industries Association (EIA) of the USA: The EIA issues recommendations for telecommunications standards. Saudi Aramco utilizes EIA documentation for communication towers, electronic cabinets, equipment racks, data circuit interfaces (such as EIA-232), optical fiber cable, and connector tests.
  5. Saudi Aramco Original Standards: If there is a need for standards or specifications not covered by the aforementioned organizations or unique conditions in the kingdom, Saudi Aramco Telecommunications approves original standards for issuance.

By drawing from these various sources of standards, Saudi Aramco ensures the safety, compatibility, and performance of its telecommunications systems and services.
