The Safety of Contractors: Ensuring Proper Planning and Procedures
When contractors are hired to complete a job, it is important to ensure that proper planning and procedures are in place to ensure the safety of all involved. This is especially true when working with large-scale capital projects. To ensure that the work is done safely and efficiently, the SA Project Management (SAPM) requires that contractors develop, implement, and adhere to a job-specific Contractor Site Safety Program (CSSP).
The CSSP is used to replace the former Contractor Loss Prevention Program (LPP). This program outlines the specific safety requirements for the job, as well as the training and qualifications of the safety personnel involved. It is important to note that the contractor is responsible for their subcontractors. All safety procedures and practices must meet the minimum requirements of both the contractor and SAPM.
The CSSP must include the following items, as applicable:
- Title page with budget item, job order, or contract number
- Job title and scope of work
- Site location map with legend
- Contractor company’s current safety policy
- Job-specific organization chart
- Assignment of safety responsibilities
- Training needs analysis
- Written safety training program
- Written job skills/craft competency training program
- Jobs that require SA-approved certification • List of subcontractors • Plan/program for managing subcontractors • Procedures for behavioral observations, site safety inspections, safety meetings, incident/injury/near miss reporting and investigation, safety training, safety recommendations tracking, etc. • Description of safety incentive and/or disciplinary action programs • Hazard identification plan • Waste management plan • Hazardous substances plan • Job-specific and/or location specific safety procedures
If requested by SAPM, the contractor must submit their CSSP for review within fifteen (15) working days of contract execution. The SAPM will then forward the CSSP to the Loss Prevention Department (LPD) and other applicable SA organizations for additional review. All comments must be addressed and resubmitted for final review and concurrence. The contractor must also provide two (2) copies of the final CSSP to the SAPM prior to the start of work, as well as maintain copies at the job site.
Contractors must take all necessary steps to ensure the safety of their workers and the success of the job. By adhering to the CSSP, contractors can help to ensure that all safety requirements are met and that work is done efficiently and effectively.
