Execution Phase for Opportunity Realization Process in Project Management

The Execute Phase has the primary aim of delivering an asset that is ready for start-up by the Asset Owner and that has been realized in accordance with the project objectives for HSE, cost, time and quality. The activities during this phase are:

  • detailed design
  • procurement
  • construction
  • commissioning
  • preparation for asset operation
  • project close-out

Opportunity Framing

The framing for Phase 3 – Define should be revisited to check that it remains valid. Additionally, the project should decide whether there are issues that deserve to be framed and road mapped individually.

Detailed Design

This section discusses the Detailed Engineering Design for the facilities, including all specifications, drawings, construction and commissioning plans, 3D models, materials take-off and spares lists. Detailed design is almost always carried out by design contractors. Thus the description of the process given below is only an overview nature, in order to assist in the scoping and monitoring of the contractors’ work.

Also included in this section is discussion on the Project Management of Detailed Design Contracts and Engineering, Procurement & Construction (EPC) contracts.

Detailed Design Process

Detailed design proceeds in a number of general stages as illustrated in Figure 5.5.2. These include:

  • prepare preliminary detailed design
  • prepare data sheets, specifications and requisition packages

  • analyze bids and review vendor data
  • prepare construction tender package documentation
  • prepare initial Approved for Construction (AFC) package, with (mainly vendor related) holds
  • participate in factory acceptance tests (FATS) of material and equipment
  • prepare final AFC package without holds
  • prepare procedures and manuals for commissioning and operations
  • answer site queries and produce as-built drawings

HSE aspects during detailed design

Key Health and Safety aspects to be considered during detailed design are as follows:

  • hazards and effects register
  • certification requirements
  • operability/ergonomics review of layouts
  • change control review – mini hazops
  • variance control review
  • update quantitive risk analysis (QRA) as appropriate
  • update hazards and effects register
  • constructability review
  • establish HSE training needs
  • technical safety review

Key Environmental aspects

  • compliance with environmental standards
  • local authorities buy-in (permits and planning permission)
  • acceptance by community leaders
