Siting Elevated Flares

Spacing of elevated flares from process equipment depends on the flare stack height, flare load, and the allowable heat intensity at the equipment location. Flare stack locations should be curbed to contain hydrocarbon carryover and should be at least 60 m from process equipment containing hydrocarbons,
except for flare knockout drums.

The elevation change between the flare and the process area should be considered when locating the flare. In general, the flare should be located to minimize the potential for ignition of vapor released from the process units.

Distance From Process Units

Radiant heat intensity during potential emergencies should be calculated for areas where personnel may be present and/or where the public has free access. Calculate spacing requirements of elevated fares. Where burn pits or flares at grade are provided, a minimum spacing of 150 m should be provided to
equipment containing hydrocarbons or to the plant boundary.

Ground Flares

Spacing of ground flares will be based on line of sight radiation requirements.

Fences

A clear zone is to be created on either side of the fence to a minimum distance of 15 m. As far as possible the fence shall run in straight lines. Where changes of direction are required, the angle should not be less than 130°. A minimum distance of 60 m from the security fence to all hydrocarbon or sensitive equipment, battery limits, buildings shall be maintained.

Maintenance Equipment

Mobile or portable maintenance equipment is generally used for plant maintenance. Provision must be made in plant layout for the movement and operation of this equipment.

Major items of equipment that may be required during maintenance operations are:
a. Cranes
b. Cherry Pickers
c. Trucks
d. Tube bundle cradles
e. A-frames
f. Portable platforms
g. Ladders, scaffolding, and scaffold tents
h. Slop pumps
i. Tool trailers
j. Bundle extractor
k. Vacuum trucks
l. Portable offices, tool rooms, and storerooms. Provide suitable field junction boxes for telephone and power supply.
m. Portable toilets and washrooms. Provide suitable connection points.
