Hazards Identification plan (HIP) and other submittals

Introduction

The safety and health of workers is a top priority in all SA contracts. To ensure the protection of workers and maintain a safe work environment, all contractors and subcontractors are required to develop, implement, and adhere to a contract-specific Health and Safety Plan (HIP).

Submit Contractor’s HIP to SAPO

Within 15 working days of contract execution, the contractor must submit three copies of the HIP to the SAPO for review. The SAPO will then forward a copy to the LPD and other applicable organizations for additional review. After addressing any comments from the SAPO, the contractor must resubmit the HIP for final review and concurrence before work can begin on-site. The contractor must furnish two copies of the final HIP to the SAPO and maintain copies at the job site.

Include Job-Specific Plans in HIP

In addition to the HIP, the contractor may also be required to submit job-specific plans, such as site layout plans, traffic flow plans, fire protection plans, security fence layout plans, project support facility plans, and contractor camp plans. These plans must be submitted to the SAPO within 15 working days of contract execution and must be reviewed by the SAPO before work can begin on-site. The contractor must furnish two copies of these plans to the SAPO and maintain copies at the job site.

Identify All Potential Hazards in HIP

The contractor’s HIP must identify all potential hazards associated with the work to be performed and not just a list of generic hazards. The topics listed in Table 6.1 represent some of the safety issues to consider when developing the HIP. The HIP must be revised and amended as needed when conditions change, new hazards are introduced, or the scope of work changes.
