1. PURPOSE
1.1 This specification defines the requirements for fences and gates.
2. SCOPE
2.1 This specification applies to the fabrication, erection, and maintenance of fences and gates for Air Products Europe (AP-E).

Note: If fabrication and erection of fences and gates are outside of the United Kingdom, codes and standards of that country may be substituted, but the intent of this specification must be maintained.
4. CLASSIFICATION
4.1 Fences will be classified as follows:
4.1.1 Permanent Fences
4.1.1.1 Permanent fences shall not be removed, and shall be one of the following types as indicated on STANDARD CIVST 0008 and project-specific drawings, hereafter known as drawings: Anti-intruder Demarcation Safety
4.1.2 Temporary Fences
4.1.2.1 A temporary fence is erected only for a limited period, and the contractor will be required to remove the fence when instructed by the engineer.
5. GENERAL
5.1 As soon as the erection contractor is in possession of the site, he shall erect permanent fences and gates in accordance with the drawings unless indicated otherwise by the engineer. Temporary fencing shall be erected when permanent fences cannot be erected immediately, or when temporary fencing is shown on the drawings and is required by Section 9.
5.2 All erection work and materials shall be in accordance with BS 1722: Parts 1 and 10.
5.3 Fences shall be constructed to the lines and levels (level or to uniform gradient) indicated on the drawings.
5.4 Where features and topography exist that would impact the integrity and security of the fence (e.g., adjacent trees, walls, etc.), then these should be brought to the attention of the engineer.
6. ANTI-INTRUDER FENCES AND GATES
6.1 Fences
6.1.1 Anti-intruder fences shall be in accordance with BS 1722: Part 10, except that intervals between straining posts shall not exceed 45 m on straight lengths of fence.
6.1.2 Posts, cranked tops, and struts shall be in precast concrete or approved equal (i.e., tubular steel painted green).
6.1.3 Chain link shall be green, polyvinyl chloride (PVC) covered wire.
6.1.4 The bottom 300 mm of chain link shall be buried in the ground. When the fence passes over hard formation, the bottom shall be pinned. When local variations in the ground provide less than 300 mm of buried chain link, the proposed method of extension shall be approved by the engineer.
6.2 Vehicular Gates
6.2.1 The clear opening shall be as indicated on the drawings.
6.2.2 The height shall be the same as the fence.
6.2.3 The gates and gate posts shall be tubular steel in accordance with BS 1722: Part 10.
6.2.4 The gates shall be clad with chain link to match the fence. Supporting wires and fixings shall be of equivalent construction to the fence.
6.2.5 The top of the gate shall be fitted with vertical extension arms, not cranked, to support the barbed wire to the same height as the barbed wire at the top of the fence.
6.3 Personnel Gates
6.3.1 Personnel gates shall be have the same fabrication requirements as vehicular gates, except that the barbed wire shall continue over the gates, but not fixed to it.
7. DEMARCATION FENCES AND GATES
7.1 Fences
7.1.1 Demarcation fences shall be type PLC 140A with Grade A wire in accordance with BS 1722: Part 1.
7.1.2 All wires shall be covered in a dark green PVC coating.
7.1.3 Posts, straining posts, and struts shall be reinforced concrete or tubular steel painted green.
7.2 Gates
7.2.1 Demarcation gates shall have the same requirements as anti-intruder gates, except that barbed wire and extension arms are not required.
8. SAFETY FENCES AND GATES
8.1 Fences
8.1.1 Safety fences shall have the same requirements as demarcation fences, except that type PLC 180B with grade A wire in accordance with BS 1722: Part 1 shall be used.
8.1.2 When a safety fence forms part of the anti-intruder fence, it shall be the same as the anti-intruder fence.
8.2 Gates
8.2.1 Safety gates shall have the same requirements as demarcation gates.
9. TEMPORARY FENCES
9.1 Temporary fencing shall be erected: When required by the local authority. When necessary to protect the public or adjoining property from injury or damage. To provide security to the entire construction site. For any combination of the above.
9.2 When a temporary fence is erected in lieu of a permanent fence, or is erected to provide security to the entire construction site, it shall have the same design characteristics as the anti-intruder fence, or its equivalent construction.
9.3 The construction of temporary fences requested by the local authority shall meet the requirements of that local authority.
9.4 Temporary fences used to protect the public or adjoining property shall have construction comprising of a post and wire fence with a height of 1200 mm, having not less than four strained 2 mm diameter wires, and secured to 75 mm diameter posts fixed firmly in the ground at 2000 mm centres and braced.
9.5 Temporary fencing shall remain in position until completion of the works. The fencing shall then be taken down and removed from site.
10. FITTINGS
10.1 All gates and posts shall be provided with all necessary fittings, hanging, and fastening including hinges, latches, padlock, plunger type bolts and tubular steel locating holes for one leaf. The padlock shall be accessible from both sides. Locating latches shall be provided for gates in open position. Two keys for each lock provided shall be supplied and handed to the engineer after installation of the gates.
11. MAINTENANCE AND PATROLLING
11.1 The contractor shall maintain fences and gates in good condition for the duration of the contract. Any defects shall be repaired or replaced immediately.
11.2 If the fencing is taken down for the execution of any part of the works, it shall be replaced as soon as possible. In the meantime, the opening shall be regularly patrolled so that no unauthorised entry takes place and that security is maintained.
11.3 The cost of maintenance and patrolling shall be deemed to be covered by the prices inserted in the schedule of rates for fencing.
