Site Preparation and Reinstatement

1.         PURPOSE

 

1.1       This specification defines the requirements for site clearance, demolition of existing buildings and structures, site preparation, and reinstatement for all civil engineering and building works.

 

 

2.         SCOPE

 

2.1       This specification applies to all Air Products Europe (AP-E) sites.

4.         GENERAL

 

4.1       The contractor shall conform to all national and local laws, and any applicable local police requirements.

 

4.1       If any of the works lie within the confines of an existing “Safe to Work” operating plant, the contractor is required to obtain a permit from the plant manager or the engineer’s representative prior to commencing work.

 

4.2       Excavation to expose known services shall be performed by hand digging.

 

 

5.         SITE CLEARANCE

 

5.1       Trees, hedges, and scrubs shall be cut down. Roots shall be grubbed up and removed from site. Disused buildings, structures, etc., shall be demolished. Foundations shall be broken down/out as directed on the project drawings. The rubble shall be removed from site, unless the rubble can be used for hard-core filling, subject to approval by the engineer’s representative.

 

5.2       Disused manholes and other voids left by redundant underground structures shall be filled with lean mix concrete, unless directed otherwise.

 

5.3       Disposal of any item by fire must have the prior approval of the engineer’s representative, and such burning shall be carried out in a safe place without risk or nuisance.

 

 

6.         FENCING

 

6.1       As soon as the site is sufficiently cleared, the contractor shall provide temporary or permanent fencing in accordance with the drawings and 4ECE-M11.

 

6.2       When existing hedges, fences, or other enclosures are removed, thus creating a danger to people or livestock, a temporary fence shall be provided.

 

6.3       When work is to proceed adjacent to a public highway or in a built-up area, temporary fencing shall be provided to satisfy the requirements of the local bye-laws and the factory inspector.

 

 

7.         EXISTING SERVICES

 

7.1       The contractor shall be responsible for confirming the location and level of all existing services indicated on the drawings before the commencement of work.

 

7.2       The contractor shall provide and maintain to the approval of the engineer all necessary supports and protection to existing services for the duration of the works.

 

7.3       The contractor shall be responsible for requesting the respective authorities to disconnect any services and for the provision and installation of blank ends or bypasses as required.

 

7.4       Connections and alterations to existing sewers owned by the Local Authority shall be carried out by the Local Authority or by the contractor under their supervision.

 

7.5       The contractor shall provide the authorities with access to enable them to do any necessary work.

 

7.6       Before commencing any alteration, the contractor shall supply the engineer’s representative with written confirmation that all services have been cut off and made safe.

 

 

8.         TEMPORARY ACCESS ROADS

 

8.1       The layout and design of all temporary roads shall be approved by the engineer’s representative prior to the commencement of work.

 

 

9.         ROADS AND PATHS

 

9.1       When demolition work abuts existing roads or pathways, the contractor shall maintain, or provide at a safe distance, alternative ways of access during the work to the satisfaction of the Local Authority and the engineer’s representative.

 

 

10.       NUISANCE TO SURROUNDING PROPERTY

 

10.1    The contractor shall comply with any restrictions on noise emissions stipulated by the National/Local Authorities or otherwise stipulated in the contract. In any case, the contractor shall ensure that the works cause as little inconvenience as possible to existing property, traffic, and local inhabitants.

 

 

11.       BLASTING

 

11.1    The contractor shall obtain written approval for blasting from the engineer’s representative prior to contacting the Local Authority.

 

 

12.       DEMOLITION

 

12.1    The contractor shall not assign or sublet any part of the works. All work shall be supervised by an experienced foreman.

 

12.2    The contractor shall be solely responsible for the safety of all the adjacent buildings and for the proper and safe supports required for the demolition.

 

12.3    The contractor shall supply all scaffolding props, struts, wedges, and planking together with screens, dust sheets, fans, and hoardings, as may be necessary to prevent rubble and dust from causing a nuisance.

 

12.4    All salvageable material will become the property of the contractor unless otherwise ordered and shall be removed to the satisfaction of the engineer’s representative.

 

 

13.       ACCESS ACROSS EXISTING WATER COURSES

 

13.1    When the contractor is required to make a temporary crossing of a water course, the approval of the engineer’s representative shall be obtained before any work commences.

 

 

14.       DIVERSION OF EXISTING WATER COURSES

 

14.1    New channels cut for the diversion of existing water courses must follow the route and cross sections as shown on the approved drawings. Excavated material from new channels may, if suitable and with the permission of the engineer’s representative, be used to backfill the old course; otherwise, excavation shall be in accordance with 4ECE-M18.

 

 

15.       MOVEMENT OF TRACK VEHICLES

 

15.1    When track vehicles, particularly those fitted with spraggs, are moved on a finished road surface, they shall be moved on some form of protection (e.g., old rubber tyres, railway sleepers).

 

 

16.       SURFACE SOIL

 

16.1    The sites of all excavations shall be stripped of all top soil, which shall be stored in temporary dumps separate from other material, and shall be ready for use at a later date to form finishing layers of the landscaping as directed by the engineer’s representative. Topsoil surplus to landscaping requirements shall be removed from site.

 

 

17.       SITE CLEANUP

 

17.1    At the termination of the contract, the contractor shall dismantle and remove from site all of his own temporary buildings, structures, plant tools, and equipment. In addition, the contractor shall disconnect all services to his own temporary buildings.

 

17.2    All rubbish and waste material belonging to the contractor shall be removed and the site left tidy to the satisfaction of the engineer’s representative.

 

 

18.       REINSTATEMENT

 

18.1    The contractor shall at his own expense make good on any damage due to their own negligence, and all renewed work or repairs shall be carried out to the satisfaction of the engineer’s representative.

 

18.2    All disturbed ground surfaces shall, unless required otherwise, be reinstated to the original condition to the satisfaction of the engineer’s representative.

 

19.       UNEXPECTED WORKINGS

 

19.1    Any features such as a building, structure, underground workings or services discovered during clearance of the site or demolition, and not previously indicated on the drawings, shall be reported to the engineer’s representative.
