1 Purpose
American Petroleum Institute (API) standard 612, Fourth Edition, June 1995 is adopted as a
SABIC Engineering Standard (SES) with the following addendum.
2 General
Turbines manufactured to this standard shall conform to API 612, Fourth Edition, except as
modified by this standard, as set forth on the data sheets, project specifications or by the
purchase order.
3 Addenda
The following section, subsection, paragraph numbers refer to API 612, Fourth Edition.
Section 1 – General
1.1 Scope
1.1.3 Add the following new paragraph:
Special purpose steam turbines shall be supplied by vendors qualified by
experience in manufacturing the proposed units. To qualify, the vendor or his
licensee shall have manufactured at the proposed manufacturing location, at
least two turbines of comparable speed, power rating and steam conditions.
These turbines shall have been installed and operated in the field for a
minimum of one year and have demonstrated satisfactory performance. The
vendor shall also demonstrate, at the engineering location, his competence
in blade design, rotor dynamics, and materials selection and testing. In the
area of component mechanical design, the vendor shall show that each
component has operated under similar conditions to those of the proposed
design. Turbines manufactured under a license agreement shall carry the
licensor’s written guarantee.
1.2 Alternative Designs
Add the following sentence:
Flange, pipe size and thread and fastener designs other than those stipulated in
API 612 shall be considered alternative designs, and shall be disclosed in the
vendor’s proposal.
1.3 Conflicting Requirements
Add the following sentence:
Any conflict between this standard and other contract or procurement documents,
unless specifically indicated as an exception, shall be resolved at the discretion of
SABIC.
1.4 Definition of Terms
1.4.34 Add the following sentence:
Steam rate shall be guaranteed at the normal operating point.
1.4.38 Add the following new paragraph:
The inspector is the representative of SABIC with authority to act on behalf of
SABIC in all quality assurance matters.

1.7 Equipment Numbering
Add the following new paragraph:
SABIC will assign item numbers for each major piece of equipment and for each
instrument. These numbers can only be assigned after SABIC has received the
vendor’s drawings for review. These numbers shall be cross referenced on all vendor
drawings and bills of material. Prior to shipment, vendor shall attach a corrosion
resistant metal tag, with stamped nominal 5 mm lettering showing the order number
and item number, to any instrument not having that information on its nameplate.
Shop-mounted electrical devices, junction boxes and pipe terminations which require
connection to SABIC’s instrumentation shall be tagged in this way.
Section 2 – Basic Design
2.1 General
2.1.2 Add the following sentence:
SABIC will define the vendor having unit responsibility for the entire system
(train) comprising the steam turbine, driven equipment and associated
auxiliary equipment.
2.1.4 .i Add the following new paragraph:
Vendor shall advise the available rated power increase (at normal steam
conditions) by means of steam flow path modifications.
2.1.6 Substitute the second sentence as follows:
If, during the warranty period, while operating at conditions specified on the
data sheet(s), the turbine fails to conform to the specified performance,
vendor shall be responsible for corrective action(s).
2.1.7 In the last sentence delete ‘when specified’.
Add the following sentence:
Even when the turbine vendor is not the vendor with train responsibility, the
turbine vendor’s representative shall be present during alignment checks.
2.1.11 Substitute the first sentence as follows:
Unless otherwise specified, substitute the temperatures of Table 1 for
seawater cooling with:
Maximum inlet temperature: 37 C (100 F)
Maximum temperature rise: 10 C (18 F)
2.1.12 Add the following sentence:
Maximum allowable SPL shall be 85 dBA at one meter. See SES S20-G01.
2.1.13 Substitute ‘NFPA 70, Articles 500, 501, 502, 504 and 505’ with ‘SES E02E02’.
2.1.14 Add the following paragraph:
Unless otherwise specified, the turbine and auxiliaries shall be designed for
operation in unprotected outdoor installation in harsh Saudi Arabian
conditions. Site specific data shall be used for equipment design.
2.1.16 Add the following new paragraph:
When the turbine vendor is furnishing the steam condensor(s), the design
and fabrication of the condensor(s) shall conform to SES Q02-S10.
2.1.17 Add the following new paragraph:
When the turbine vendor is providing the installation of the equipment, the
installation shall conform to SES G20-C01.
2.1.18 Add the following new paragraph:
Flanged nozzle connections of one inch for boroscope inspection shall be
preffered for at least two stages, including the first stage nozzle of
condensing turbines.
2.2 Pressure Casings
2.2.8 Add the following paragraph:
Vendor shall provide a rigging plan drawing for lifting the assembled upper
half casing. The plan shall indicate the lifting points and the rigging
equipment necessary to control the plane of the upper half casing split line to
avoid binding on the casing guide rods while raising or lowering the casing.
2.2.9 Add the following paragraph:
Steam chest and casing drains shall be routed clear of bearing housings to
prevent any lube oil leakage from being absorbed by the insulation. The drain
shall be piped to the edge of the baseplate and shall be furnished with block
valves. Drains shall not be manifolded. On condensing turbines with top
exhaust, an automatic drain system shall be provided at the lowest point, to
ensure that the exhaust casing remains free of condensate.
2.4.6.2 Add the following sentence:
Torquing procedures and torque values shall be based on operating
pressure and temperature, and shall be furnished as part of the
Operating and Maintenance Manual.
2.2.15 Add the following new paragraph:
Flanged connections shall be provided to measure steam pressure at each
steam ring of multi-stage turbines. Each connection shall be closed with a
blind flange.
2.2.16 Add the following new paragraph:
Flanged connections shall be provided for nozzle bowls, and shall have a
pressure gage/condensate loop and an isolation valve.
2.3 Casing Appurtenances
2.3.3 Add the following new paragraph:
Diaphragms shall be split into two semi-circular parts. Diaphragm horizontal
joint design shall minimize steam leakage and ensure accurate diaphragm
alignment and fixed relative location by use of keyed fits, interlocking halves
or other criteria.
2.3.4 Add the following new paragraph:
The casing and diaphragm design shall ensure that the diaphragms can be
readily adjusted within the casing to maintain concentricity with the rotor.
2.3.5 Add the following new paragraph:
Stages designed for operation on wet steam (0.5 percent and greater
moisture level) shall be protected against moisture erosion. All rotating and
stationary components shall be protected. Vendor shall describe all
protective measures, and non-standard materials, in the proposal.
2.3.6 Add the following new paragraph:
Turbines with normal steam operating temperatures of 455 C or higher shall
be furnished with pairs of temperature probes for measuring the inner and
outer casing wall temperatures at the following locations:
a. Steam chest flange
b. Main pressure casing flange on both the right and left sides of the
casing, approximately in line with the first stage exit
2.4 Casing Connections
2.4.6.2 Modify the paragraph as follows:
For casings other than cast iron, steel flanges Class 600 and below
shall be raised face. Other flanges may be raised face or flat face
with full raised face thickness.
2.4.10 Add the following new paragraph:
Borescope openings shall be provided, to view the first and last stage
nozzles and blades, and nozzles and blades prior to any extraction port.
These openings shall conform to 2.4.3. Borescopes will be supplied by
others.
2.6 Rotating Elements
2.6.1 Rotors
2.6.1.1 Add the following sentence:
Integrally forged shafts and disks shall be used for rotors when the
turbine inlet pressure is greater than 4140 kPa (600 psig).
2.6.1.4 Add the following sentence:
The location of the rotor identification number shall be shown on the
rotor assembly drawing.
2.6.2 Shafts
2.6.2.2 Add the following sentence:
The radial vibration and axial position shaft sensing areas shall be
shown on the rotor assembly drawing.
2.6.2.4 Delete this paragraph. Carbon ring packing shall not be required.
Only labyrinth seals shall be required.
2.6.2.5 Substitute ‘API 671’ with ‘SES G12-S01’.
2.6.3 Blading
2.6.3.1 Add the following paragraph:
2.7 Shaft Seals
Stages designed for operation on wet steam shall be designed to
avoid resonance interference in the operating speed range. For such
stages, the vendor shall submit Goodman diagrams providing
endurance limit of the blade material under the worst condition
occurring over the operating range.
2.7.1 Add the following sentence:
Labyrinth packing shall have an anti-rotation locking device (pin) capable of
preventing the seal from rotating under any seal rub condition.
2.7.2 Delete this paragraph. See 2.6.2.4.
2.7.4.1 Add the following new paragraph:
2.8 Dynamics
Each gland shall be equipped with
1/4 NPT pressure gage
connections to measure gland vacuum and gland sealing steam
pressures. These connections shall be piped to locally mounted
pressure gages.
2.8.1 Critical Speeds
2.8.1.4 Add the following paragraph:
It is preferred that the first critical speed (Translatory, Figure 2A) be
between 55 and 65 percent of maximum continuous speed. Third
critical speed (First Bending, Figure 2A) shall be higher than
maximum continuous speed unless relief is specifically granted by
SABIC.
2.8.1.8 Add the following new paragraph:
The turbine vendor shall submit data to SABIC to permit independent
lateral or torsional analyses.
2.8.2 Lateral Analysis
2.8.2.3 Modify the paragraph as follows:
The vendor with unit responsibility for the train shall quote, as an
option, the cost of a train lateral analysis.
2.8.4 Torsional Analysis
2.8.4.2 Modify the paragraph as follows:
For units with gears, vendor with unit responsibility for the train shall
perform a torsional vibration analysis of the complete coupled train,
and shall be responsible for directing the modifications necessary in
conformance with 2.8.4.3 to 2.8.4.5. For all other units, vendor with
unit responsibility for the train shall quote, as an option, the cost of a
train torsional analysis.
2.8.4.5 Substitute the last sentence as follows:
The acceptance criteria for this analysis shall be that the maximum
torsional alternating stress occurring within the normal speed range
shall not exceed 50 percent of the fatigue threshold stress. Outside
of this speed range, the limit shall be 85 percent. The fatigue
threshold stress shall include industry-recognized factors, for
example stress concentration, surface finish, size and shape,
temperature, and residual stress.
2.8.5 Vibration and Balancing
2.8.5.6 Add the following paragraph:
The electrical trace shall be continuous. The overlaid mechanical
record shall be at no more than 15 degree intervals.
2.8.5.9 Add the following new paragraph:
Vendor shall include radial vibration and axial position alarm and
shutdown values in the operating manual.
2.8.5.10 Add the following new paragraph:
Access to allow field balancing on the rotor without dismantling of
turbine case shall be provided.
2.9 Bearings and Bearing Housings
2.9.1 Radial Bearings
2.9.1.1 Substitute the first sentence with the following:
Hydrodynamic radial bearings are required and shall be split for
ease of assembly, precision bored, and padded, with steel-backed,
babbitted replaceable pads. Alternative bearing designs shall
require SABIC approval.
2.9.1.3 Add the following new paragraph:
In accordance with the bearing temperature sensor arrangement
described in SES G19-S01, one embedded temperature sensor
shall be provided in at least two pads of each radial bearing.
2.9.2 Thrust Bearings and Collars
2.9.2.2 Add to the end of the first sentence ‘without exceeding 75 percent of
the bearing manufacturer’s rating’.
2.9.2.3 Delete this paragraph. Gear-type couplings are not permitted.
2.9.2.10 Add the following new paragraph:
In accordance with the bearing temperature sensor arrangement
described in SES G19-S01, two temperature sensors shall be
provided in the active side of the thrust bearing, approximately 180
apart, and two temperature sensors in the inactive side.
2.9.3 Bearing housings
2.9.3.1 Add the following sentence:
Turbine bearing housings shall be furnished with the vendor’s
standard breather.
2.9.3.2 Add the following paragraphs:
Provisions shall be made in the labyrinth seals of bearing housings
to prevent entrance of steam or foreign material into the bearings
and to prevent leakage of lube oil out of the bearings onto the
turbine insulation. The provisions can be an air or nitrogen purge or
a system that does not require purging.
When a purge is utilized, the connections shall not interfere with
lubrication effectiveness or bearing inspection, and the connections
shall be supplied with solid steel plugs.
2.9.3.5 Add the following sentence:
The location of the radial vibration probes shall be far enough from
the bearing journal to ensure that chrome plating repairs to the
journal area will not affect radial vibration measurement.
2.9.3.8 Add the following new paragraph:
Benchmarks, dowels, brackets or laser targets (as applicable) shall
be provided on the bearing housings, located in a way that cold and
hot alignment checks and axial growth of the turbine can be
measured using the agreed upon equipment.
2.9.3.9 Add the following new paragraph:
Oil tight fittings shall be provided in the bearing housings for the exit
leads of thermocouples.
2.9.4 Grounding
Add the following sentence:
Grounding brushes shall be replaceable while the turbine is operating.
2.10 Lubrication and Control-Oil System
2.10.2 Substitute the lead phrase with the following:
Vendor with train responsibility shall design and furnish the train lube oil
system, including:
2.10.4 Substitute ‘API 614’ with ‘SES G03-S01’.
2.10.5 Modify the paragraph as follows:
Vendor with train responsibility shall coordinate the oil’s characteristics on
the basis of mutual agreement among all vendors supplying components of
the train. Retain the note.
2.10.6 Add the following new paragraph:
Each bearing housing shall be provided with a oil vent at a high point
to atmosphere. Common oil vents are not allowed.
2.11 Materials
2.11.1 General
2.11.1.1 Add the following sentence:
Copper or copper alloys shall not be used for any components of
steam turbines when said components are exposed to the
atmosphere.
2.11.1.13 Add the following paragraph:
Materials for parts mating with seating surfaces shall be dissimilar
in composition or differ in hardness.
2.11.3 Welding
2.11.3.5.1 Add the following sentence:
When normal steam conditions exceed 86 bar(g) or
480 C, welds in components affected by inlet steam
shall be radiographed.
2.12 Nameplates and Rotation Arrows
2.12.3 Substitute the lead phrase as follows:
Nameplate data shall be permanently etched, stamped or embossed into the
metal surface. Printing or painting the data shall not be acceptable. The data
shall include, but not be limited to, the following:
2.12.4 Add the following paragraph:
SI units shall be shown on nameplates. Vendor may also show U.S.
Customary units.
Section 3 – Accessories
3.1 Couplings and Guards
3.1.2 Substitute ‘API 671’ with ‘SES G12-S01’. Add the following paragraph:
Lubricated couplings shall not be acceptable. Coupling guards shall have
provisions to permit inspection of coupling flexible elements. Coupling guards
for equipment in hydrocarbon service shall be made of a non-sparking
material. Coupling guards shall not be used as drain conduits or as
substitutes for bearing housing drains but shall be kept oil free as much as
possible.
3.2 Mounting Plates
3.2.2 Baseplates
3.2.2.1 Add the following paragraph:
Vendor shall be responsible for the proper design of the baseplate,
including vibration characteristics. Natural frequencies of the
baseplate shall not coincide with frequencies related to equipment
running speeds, running speed range or any harmonic which would
result in baseplate resonance.
3.2.2.5 Modify the last sentence as follows:
Vendor shall provide subplates when required by vendor’s design
or by SES G20-C01.
3.2.2.8 Add the following new paragraph:
3.3 Gear Units
Baseplates shall be of drain-rim type. A minimum of two grounding
lugs shall be provided on the baseplate. The grounding lugs shall
be installed diagonally from one another on the sides of the
baseplate.
Substitute ‘API Standard 613’ with SES G07-S02.
3.4 Controls and Instrumentation
3.4.1 General
3.4.1.1 Substitute ‘API 614’ with ‘SES G03-S01’. Add the following
sentences:
Local control panel shall conform to SES X01-S02. Instrumentation
shall conform to SES X01-S03.
3.4.2 Overspeed Shutdown System
3.4.2.2 Electronic Overspeed Circuit
3.4.2.2.1 Substitute the lead text and items a, b, and c with the
following:
Three separate electrical overspeed circuits shall be
provided, consisting of independent speed sensors and
logic devices. The minimum criteria shall include the
following:
a. An overspeed condition sensed by any two of the three
circuits shall initiate a shutdown.
b. Failure of a speed sensor or logic device in any circuit shall
initiate an alarm only.
c. Failure of any two of the three circuits shall initiate a
shutdown.
3.4.2.2.2 Modify the paragraph as follows:
An overspeed shutdown system shall be provided,
based on two-out-of-three voting logic.
3.4.2.2.4 Add the following sentence:
The use of set screws to attach the speed sensing
surface to the shaft shall not be acceptable.
3.4.3 Governing System
3.4.3.1 Add the following paragraph:
Unless otherwise specified, turbines in critical, unspared service
shall be provided with a fault tolerant system with three processors
in a voting logic arrangement. The governor shall be installed either
in the central control room or a satellite instrument building, as
specified. Vendor shall provide all necessary connections and
describe wiring characteristics required to link the governor to the
turbine. Such wiring shall conform to SES X08-C07.
3.4.3.2 Add the following paragraph:
Vendor shall provide position controllers between the electronic
governor and hydraulic actuators. Operation of hand held, 5 watt
radios shall not degrade the performance of the equipment. Errors
caused by radio frequency interference shall not exceed
0.1 percent of instrument span for exposure to a field strength of
10 V/m over a frequency range of 10 to 1000 MHz.
3.4.3.4 Add the following sentence:
The use of set screws to attach the speed sensing surface to the
shaft shall not be acceptable.
3.4.3.9 Add the following sentence:
Limit switches shall be provided at the trip valve(s)/combined trip
and throttle valve(s) for trip indication.
3.4.4 Instrumentation and Control Panels
3.4.4.1 Add the following paragraph:
A free-standing local panel shall be provided with a tachometer and
the minimum instrumentation to start, stop, and change the speed
of the turbine. A list of these instruments shall be provided as part
of the proposal.
3.4.4.2 Modify the second sentence as follows:
Purging, when required in accordance with area classification, shall
be provided in conformance with NFPA 496.
3.4.4.5 Add the following new paragraph:
Unless otherwise specified, the following instruments shall be
mounted on a local panel or a gage board as a minimum:
a. Inlet steam pressure gage
b. Exhaust steam pressure gage
c. Steam-ring pressure gage (single-valve turbines)
d. First stage steam pressure gage (multi-stage turbines)
e. Sealing steam pressure gage
f. Gland steam pressure gage
g. Extraction pressure gage(s) (extraction turbines)
h. Steam pressure gage for first stage after extraction(s)
i. Surface condensor condensate level, if applicable
j. Digital tachometer
k. Control instrumentation. See 3.4.4.1.
l. Lube oil supply header pressure gage
m. Control oil supply header pressure gage
The local panel or gage board shall be clearly visible and readable
by an operator at the trip and throttle valve.
3.4.5 Instrumentation
3.4.5.7 Relief Valves
3.4.5.7.2 Delete ‘When specified’.
3.4.6 Alarms and Shutdowns
3.4.6.1 Alarm and Trip Devices
3.4.6.1.2 Modify the paragraph as follows:
Selection of electric switch actions shall be as noted on
the data sheets accompanying SES G03-S01.
3.4.6.4 Substitute the first sentence as follows:
Vendor with train responsibility shall furnish a first-out annunciator
in conformance with ISA S18.1.
3.4.7 Electrical Systems
3.4.7.1 Add the following sentence:
See SES E02-G01 for electrical system design, E06-S01 for
electric motors 150 kW and below, and SES E11-S03 for grounding
equipment requirements.
3.4.7.8 Add the following new paragraph:
Packaged Equipment Requirements
a. Electrical equipment to be furnished as a packaged unit by
an outside vendor shall conform to the same requirements
as the components and systems of the plant it is to be
installed in.
b. Electric equipment, wiring systems and electrical
installations that are part of an equipment package shall
conform to all SES applicable.
c. See SES E19-S01 for specific details that shall be covered.
3.4.7.5 Substitute ‘When specified for tropical location’ with ‘For all
applications’.
3.4.7.6 Add the following sentence:
Thermocouple lead wire insulation and protective sheathing shall be
designed to ensure positive sealing against oil migration where the
sheathing passes through the oil tight fitting in the bearing housings.
3.4.7.9 Add the following new paragraph:
Identification tags (see 1.7) shall be affixed to the outside of junction
boxes or directly to those devices having terminals which are not
shop-connected. Terminal-strip stations shall be numbered
sequentially.
3.4.8 Vibration, Position and Bearing-Temperature Detectors
In sub-paragraphs 3.4.8.1, 3.4.8.2, 3.4.8.3 and 3.4.8.4 substitute ‘API
Standard 670’ with ‘SES G19-S01’.
3.4.8.4 Delete ‘When specified’.
3.6 Piping and Appurtenances
3.6.1 General
3.6.1.1 Substitute ‘API Standard 614’ with ‘SES G03-S01’.
3.6.2 Oil Piping
3.6.2.4 Add the following new paragraph:
Vendor with unit responsibility shall provide temporary bypass lines
for all bearing housings during oil flushing in any vendor’s shop or in
the field. Use of these bypass lines shall not require disassembly of
any bearing housings. All external feed and drain lines to the
housings shall have provisions (for example blinded tee and short
removable flanged section) to allow installation of the temporary
bypasses, and allow the housing to be blinded or plugged. The
temporary bypass lines, properly tagged, shall be part of the special
tools. See 3.8.
3.7 Insulation and Jacketing
3.7.1 Substitute the first sentence as follows:
Pre-fit insulation sections covered with metal jacketing shall be provided. The
design of the insulation and jacketing shall prevent water from entering
between the insulation and the turbine casing.
3.9 Turning Gear
3.9.5 Add the following paragraph:
When a turning gear is provided, vendor shall supply a locally mounted
turning gear operating station that can both initiate the operation of the
turning gear locally, and accept a signal from the control room to initiate
turning gear operation. Turning gears shall be mandatory for the following
conditions:
a. For units having bearing spans 2.5 m or greater, and normal steam
inlet temperature 400 C or higher
b. For any unit with a normal steam inlet temperature of 440 C or
greater
c. For any unit having a bearing span of 3 m or greater

4.1 General

Vendor shall ensure compliance to SABIC QA/QC requirements from its
manufacturers, suppliers and subcontractors. Upon request vendor shall
provide documentation of QA/QC surveillance for all levels of activities.
4.1.4 Add the following paragraph:
In addition to the specific inspections and tests noted by SABIC on data
sheet(s), the project specification shall provide details of inspection, the
number, date, and verification of compliance with inspections and tests.
4.1.6 Add the following sentence:
Both the purchaser’s representative and the vendor’s representative shall
verify compliance with the checklist.
4.2 Inspection
4.2.3 Mechanical Inspection
4.2.3.3 Delete ‘When specified’.
4.2.3.4 Delete ‘When specified’.
4.3 Testing
4.3.1 General
4.3.1.1 Add the following sentence:
Acceptance of shop tests shall not constitute a waiver to
conformance to field tests under specified operating conditions, or
relieve vendor from responsibility of conformance to any other
requirements.
4.3.3 Mechanical Running Test
4.3.3.3.6 Delete ‘When specified’.
4.3.4 Optional Tests and Inspections
4.3.4.5 This test shall be performed on all turbines.
4.3.4.7 This test shall be performed on all turbines that have separate
coupling hubs.
4.4 Preparation for Shipment
4.4.1 Add the following paragraph:
Turbines and components shall be packaged for export shipment. Rotors
shall be properly secured to prevent any axial or radial movement.
4.4.7 Add the following new paragraph:
Vendor shall not ship turbine until test data are approved by SABIC.
Section 5 – Vendor’s Data
5.2 Proposals
5.2.2 Drawings
5.2.2.1 .b Modify Item 1 as follows:
Governor systems including an experience list for the electronic
governor.
5.2.3 Technical Data
5.2.3 .o Add the following sentence:
All data required by NEMA SM-23, Paragraph 8.7 concerning relief valves
shall be included.
5.2.3 .p Add the following new paragraph:
A description and schematic of turning gear system, if provided.
5.2.5 Options
Delete ‘When specified’.
5.2.6 Add the following new paragraph:
A copy of the vendor’s QA/QC program shall be submitted to SABIC for
review and approval prior to award of contract. SABIC will also give
consideration to ISO 9000 certification.
5.3 Contract Data
5.3.3 Technical Data
Add the following sentence:
In addition, the vendor data shall include the power generated by each stage
at rated conditions.
5.3.6.3 Operating and Maintenance Manual
Add the following paragraph:
The operating and maintenance manual shall include a checklist of
conditions that shall be met to start the unit. It shall also include all
settings of pressure switches, temperature switches, and
controllers.
Appendix B – Gland Sealing and Leak-off System
Figure B-1 Typical Gland Sealing and Leak-Off System for Condensing Turbines
When this system is supplied, the flow-adjusting valves shall be included. A steam strainer
shall also be supplied, prior to the ejector steam flow control valve.
